Does the passenger need an account to track a car?

No. Tracking is a link. Accounts exist only for corporate clients who want a portal of their own, and that is a separate decision you make per client.

Which plans include this?

The passenger tracking link is on every plan. Giving a corporate client their own portal login requires Operations, and a portal on your own branding requires Scale.
