SPSV licence in Ireland: driver, vehicle and operator rules

An SPSV licence is not a single permission covering an entire chauffeur business. In Ireland, check the driver's licence, the vehicle's licence and whether your booking service requires a dispatch operator licence. The requirements depend on the activity and vehicle category, including a specific exemption for limousine booking services.

Which SPSV licences an operator needs

Start with the work you intend to undertake, then check each layer separately. A driver's permission is not a licence for an unlicensed vehicle. A vehicle licence does not settle whether a business taking bookings for other people needs dispatch authorisation.

Dispatch operator: Booking service

NTA regulates services taking bookings delivered by others or enabling SPSV hire. Its dispatch licence requirement excludes limousine booking services.

For a mixed business, describe the actual booking service to NTA before relying on an exemption. Keep that scope decision separate from your business name or the way a customer describes a car. An operator's informal use of the word chauffeur does not identify the licensed vehicle category.

Requirements for an SPSV driver licence

  • Pass the SPSV driver entry test.
  • Complete the free online safeguarding and disability-awareness course.
  • Hold the recognised driving licence required by the guidance for at least 12 months without endorsement.
  • Have tax clearance and complete Garda vetting.
  • Submit the PSV15 application and required supporting documents to your local Garda station.

Prepare one application folder with the current form, identity material and the evidence requested by the issuer. Check names, contact details and document dates against each other before submitting. Keep a copy of what you sent and a record of the receipt; it makes follow-up easier without assuming that payment means approval.

SPSV fees and renewal

The table separates driver, vehicle and dispatch charges. These are the individual published charges shown below, not a total startup budget. They exclude costs such as acquiring a vehicle, insurance or training that are outside this fee table. Check the current category and application stage before paying.

NTA says ordinary driver renewal can be started up to three months before expiry and processing can take up to 12 weeks. That is renewal guidance, not a promised turnaround for a new application. Local area hackney driver licences last three years and cannot be renewed; the NTA describes a new-application route instead.

Set reminders from the dates on the actual licences. Do not assume that the driver's expiry, the vehicle's expiry and the booking service's renewal fall together. Give the person preparing a renewal access to the current documents and the previous submission, and record who will check that the renewed document has arrived.

How to apply for an SPSV licence

  1. Confirm the activity

Identify the driver, vehicle category and booking service involved.

  2. Prepare the driver file

Follow the entry test, course, tax-clearance and PSV15 route.

  3. Use the vehicle route

Check category eligibility, ownership or legal possession and inspection.

  4. Apply for dispatch if required

Use D01 and prepare the record-management arrangements.

  5. Check issued documents

Record the actual permissions and expiry dates before assigning work.

These are parallel workstreams to organise, not a guaranteed sequence or processing timetable. NTA states that a conditional vehicle offer is not a licence to operate. Keep application receipts distinct from issued licences in your filing system so a dispatcher does not mistake progress on an application for permission to use a vehicle.

Records a dispatch operator keeps

NTA requires an up-to-date list of the driver and vehicle licences used by the booking service, a complaints procedure, and record-management arrangements for bookings and complaints. Records must be available to NTA on request. Its D01 guide asks applicants to have the necessary systems in place.

A practical filing plan is to connect each booking reference with the assigned driver and vehicle, the service date and the operational details needed to find the job again. Keep licence evidence and complaint follow-up identifiable. These are organisational suggestions, not a claim that NTA prescribes this exact field list.

Agree who checks new documents, who updates expiry dates and who handles a request for records. Test whether another person can retrieve a past booking and identify the relevant documents without searching through private messages. Decide a retention policy with appropriate advice; this page does not invent an NTA retention period.

4fleet keeps booking records and supports driver and vehicle documents with expiry dates. The fleet capture illustrates document readiness in the fictional Ashford workspace. Those records can support your working process, but the software does not certify NTA compliance or submit an NTA report for you.

Limousine and hackney specifics

NTA's limousine guidance describes vehicles suited by style and condition to prestige, corporate or ceremonial use and states that limousines have no age limit. Category suitability still matters; age alone does not establish that a vehicle qualifies.

Hackney guidance includes a suitable-vehicle list and category-specific conditions. Check the precise model and application route before committing to a vehicle. The current new-licence application table lists limousines, wheelchair-accessible taxis and hackneys, and local area hackneys; do not assume it opens every existing category to new applications.

For a proposed purchase, keep the current NTA category guidance with the vehicle specification and seek clarification on any mismatch. A seller's description is not approval from the licensing authority. This is particularly useful when the same model can be sold in different configurations.

Why SPSV applications stall

  1. An incomplete submission

The NTA dispatch application guide warns that incomplete or inaccurate applications delay processing. Check the form's required fields and attachments against the current checklist before submission.

NTA: dispatch operator application guide D01 · verified on 2026-10-19
  2. Treating an offer as permission

A conditional vehicle offer is not the final licence. Complete the required steps for the vehicle route and verify the issued licence before scheduling licensed work.

NTA: applying for a vehicle licence · verified on 2026-10-19
  3. Leaving renewal too late

Use NTA's stated driver-renewal window when planning your handover. Track the application and the actual expiry separately; a submitted renewal and an issued document are different records.

SPSV questions

What is an SPSV licence?

SPSV means small public service vehicle. Driver, vehicle and dispatch-operator permissions cover different activities. Check the relevant permission and vehicle category rather than treating the term as one business-wide licence.

How do I apply for an SPSV licence?

Choose the driver, vehicle or dispatch route in the NTA sources below. Driver applicants use the test, course and Garda application process; vehicle and dispatch applications have their own requirements.

How long does an SPSV licence last?

An ordinary driver licence lasts five years; a local area hackney driver licence lasts three. A dispatch licence lasts 12 months. Vehicle renewals have their own conditions, so check the issued vehicle licence.

Do I need a dispatch operator licence to take bookings for other drivers?

NTA's requirement covers booking services delivered by others and services enabling SPSV hire, but expressly excludes limousine booking services. Confirm the scope of a mixed service with NTA.

Can I drive a limousine with an SPSV driver licence?

NTA states that an SPSV driver licence permits driving taxis, hackneys and limousines. The vehicle must separately meet its licensing requirements.
